FINCH JOINS GOVERNOR PATAKI IN CALL
FOR CIVIL CONFINEMENT OF SEX OFFENDERS
Assemblyman Gary Finch (R,C-Springport) joins Governor
George Pataki in calling for civil confinement of dangerous sex offenders
whose prison sentences are soon to expire. Finch and his Assembly
Republican colleagues support legislation that would authorize judges to
hold the most dangerous sexual predators in secure mental-health
facilities following their release from prison if, after a thorough review
process and unanimous jury verdict, it is found they still pose threats to
society. In the absence of a civil confinement law applicable to sex
offenders, Governor Pataki has been using the current Mental Hygiene Law
to confine certain sex offenders deemed likely to strike again after their
prison terms. He has pledged to sign civil confinement legislation as soon
as it reaches his desk.
